The core focus of DWPF is the structuring and arrangement of project finance for PFI and PPP transactions.

For primary bidding this involves project management of the financial aspects of transactions from inception through to financial close. This includes the creation of optimal funding structures which take into account the objectives and constraints of project stakeholders. Alongside this is the negotiation of best value commercial financing terms through funding competitions and the creation of bespoke financial models. These financial models are used to analyse alternative financing structures and to demonstrate the robustness of projects to all parties. Experience of the public sector procurement and bidding process for PFI and PPP transactions, and the ability to work within these constraints, is also crucial.

In addition to primary bidding, DWPF also specialises in the refinancing of existing transactions, adding value to projects by sourcing improved financing terms as well as looking at other aspects of transactions where additional structural benefits can be achieved.

DWPF has also worked on a number of equity acquisition transactions: focusing on valuing equity investments under a number of sensitivities, recommending bidding strategies and providing due diligence services. Conversely, DWPF has prepared Information Memoranda for vendors of equity investments, researched and approached suitable new investors at the vendors' request and organised bidding processes to maximise sale proceeds and investment value.
